Callum Wilson, through Haven Measure Limited, is available for full-time or part-time independent Quantity Surveying and commercial-support assignments delivered as defined business-to-business work packages.

Outside IR35 engagements only · written agreement and working-practice checks required
  • Full-time or part-time service capacity matched to agreed outputs
  • Commercial mobilisation and priority control plan
  • Change, instruction and evidence-register governance
  • Application, valuation and payment-cycle controls
  • Cost-to-complete, cash, margin and exposure reporting
  • Subcontract account and commercial-risk reviews
  • Written management action board and executive reporting
  • Remote-first, independently managed delivery against agreed outputs

Full-time and part-time describe service capacity only. Haven Measure accepts this route only where the written agreement and intended and actual working practices support an Outside IR35 basis. The Fit Checker does not determine status or guarantee a result. Where an independent status assessment is required, the client arranges and funds it; the assessment is not conclusive and does not displace the legally responsible party’s duties. Role cover, staff augmentation and client-controlled personal service are not offered.

Written-first process

A controlled route from commercial need to usable action.

The process is deliberately document-led and written-only. Haven Measure does not conduct telephone calls, and confidential project records are never requested at the advertising stage.

01

Check fit

Use the browser-only checker. It identifies a provisional route without sending or storing your answers.

02

Written enquiry

Copy the non-confidential summary and send it by LinkedIn. Haven Measure uses written contact only and does not conduct telephone calls.

03

Scope and safeguards

Haven confirms eligibility, jurisdiction, conflicts, PI position and the exact written scope. Independent support also requires an engagement-specific off-payroll assessment by the legally responsible party.

04

Terms and payment

No records are accepted until the engagement, risk boundaries, secure transfer route and fee are agreed.

05

Controlled delivery

Haven delivers only the agreed review or commercial work package. New material, outputs or responsibilities require a written scope change.

06

Usable commercial output

Receive either a premium Risk Map or the agreed Commercial Control Pack, reporting cycle and written action board.

Professional boundaries

Commercial management with a clear stop line.

The agreed review or work package identifies and manages defined commercial issues. It does not determine legal rights, tax status, validity, liability or prospects of success.

Within an agreed scope

  • Factual cross-checking of selected contract particulars, instructions, valuations, payment records and correspondence
  • Identification of apparent gaps, inconsistencies and unresolved commercial items
  • Prioritisation by documentary urgency and client-stated financial significance
  • Internal evidence, change, payment, forecast and commercial-control actions
  • Defined written reports, registers, action boards and agreed management outputs
  • Referral flags for legal, delay, technical, tax, insolvency or insurance specialists

Outside the launch service

  • Legal advice, legal opinions or any reserved legal activity
  • Tax advice, IR35 determinations, payroll supply, role cover or staff augmentation
  • Notices, deadline calculation, claims, adjudication, arbitration or litigation
  • Counterparty contact, negotiation, advocacy, debt collection or receipt of client money
  • Expert evidence, forensic delay, site inspection, measurement, design or defects analysis
  • Certification, audit, accounting, tax, insolvency, health and safety or building-safety advice

Commercial capability

Project commercial control, delivered as a defined business service.

Haven Measure Limited is an independent quantity surveying and commercial-management business led by Callum Wilson, BSc (Hons) Quantity Surveying.

Callum's Aarsleff experience covered commercial involvement across more than 100 contracts and work packages, spanning civils, building, ground engineering and subcontract commercial management. Recent Haven Measure support has included work on a £14m civils project.

Core commercial capability

  • Measurement and valuations
  • Change control and contemporaneous records
  • Applications, payments and cash controls
  • Subcontract account management
  • Final account and commercial administration
Business-to-business service model

Clients may request full-time or part-time service capacity, but they engage Haven Measure Limited for an agreed work package, outputs and acceptance criteria. Capacity does not determine tax status. This is not employment, individual freelance placement, labour-only role fill, staff augmentation or personnel supply. Delivery is independently managed within the written scope, subject to the written agreement and actual working practices.

Experience and capability do not guarantee recovery, payment, tax status or any other outcome. Every engagement remains subject to competence, conflict, professional-indemnity and written-term checks. Enquiries, scoping, instructions, questions and reporting are written-only; Haven Measure does not conduct telephone calls.

Frequently asked questions

Clear answers before the engagement begins.

Does the review tell us what we are legally entitled to?

No. It identifies factual record differences, commercial priorities and matters for further assessment. It is not legal advice or a determination of entitlement, breach, notice validity, limitation, waiver or prospects.

Will Haven Measure guarantee recovery?

No. No recovery, saving, payment, settlement, outcome or timetable is warranted or guaranteed. Values are client-stated or indicative commercial figures subject to evidence, contract, counter-position and specialist advice.

Can we send an entire data room or mailbox?

No. Each fixed-price service has exact file, page, issue and line-item limits. Unindexed data dumps, mailboxes, messaging exports and material outside the accepted pack require separate scoping or will be declined.

Can the report be used in adjudication or court?

No. The Risk Map is for the named client’s stated internal purpose under the engagement terms. It is not an expert report, pleading, legal opinion or evidence prepared for proceedings, and no third party may rely on it.

Do we need a telephone call?

No. Haven Measure does not conduct telephone calls. Fit, scope, questions, instructions and findings are handled through the controlled written process.

Does the Fit Checker confirm that an engagement is outside IR35?

No. It only screens whether an independent consultancy route may be worth scoping. Employment status for tax is engagement-specific and depends on the contract and actual working practices. The legally responsible party must make and document any required determination. Haven Measure does not provide tax advice or guarantee status.

Is full-time or part-time independent support available?

Yes, subject to capacity and a defined written scope. Callum Wilson delivers through Haven Measure Limited on an Outside IR35 basis only. Full-time or part-time describes the requested service capacity, not employment status, guaranteed hours or vacancy cover. Written terms and actual working practices must support the engagement throughout.

Can Haven Measure fill our vacant Quantity Surveyor or Commercial Manager role?

Not through the independent-support route. Haven Measure supplies a defined business service with agreed outputs and independently controlled delivery. Named-person vacancy cover, employee-style hours, staff augmentation, exclusivity or open-ended client supervision will be declined or re-scoped.

Can we submit confidential documents through this website?

No. This public website intentionally has no upload or transmitting contact form. Private storage is not a public drop box. A controlled secure-transfer route is issued only after conflict, privacy, professional-risk and engagement checks are complete.
